The VRAC international project was launched in early 2019 under the motto ‘It Takes a Village to Raise a Child’ (VRAC), funded by Interreg 2Seas. Eight organisations from four different countries set out to achieve the ambitious goal of reducing school delay and early school leaving, by combining two approaches: organizing wrap-around-care through frontline wellbeing teams and offering extended learning time. For both approaches, local networks of stakeholders were established; cooperating in a village model.
Formulation of problem
Throughout the project, the networks of stakeholders worked on a shared vision to agree on a common approach, a vision which they continued to work on throughout the whole project. The networks also established an extensive range of extend learning time opportunities. Most importantly, all activities were designed in co-creation, with children, young people and their families.
During the project, KdG investigated the organisational, practical and policy aspects required to make the village work. We mapped the difficulties that staff members encountered and what they did about them, and we described the policy interventions needed to support staff members to establish and continue the necessary networks.

The eight European partners were: the City of Mechelen as lead partner (BE), SAAMO, the Province of Antwerp (BE), East Sussex Community Voice (UK), MAP (UK), Afeji (FR), Association des Centres Sociaux de Wattrelos (FR), the Municipality of Leiden (NL), and finally, KdG University of Applied Sciences and Arts (BE).
