What does policy do and is it enough? - What do children and young people themselves think about this issue?
Commissioned by the Department of Culture, Youth and Media, we set out to answer these questions as part of the Belgian Presidency of the Council of the European Union. One of the items on the agenda of the youth section of the Belgian presidency was a council act on the social inclusion of children and young people. In such a council act, EU member states arrive at a common position on a particular topic. They give recommendations to European institutions, other European countries and civil society organisations (NGOs). Research centre Pedagogy in Practice was commissioned to prepare a background paper to substantiate this council act.
Research approach
We conducted a comprehensive literature review with a broad perspective on the topic. We highlighted the conceptual development of the term 'social inclusion' from the first mention of 'social exclusion' to recent frameworks on intersectionality, power and privilege. We mapped policy initiatives at Flemish and European level and explored how young people themselves view this topic. We reflected on the role of youth work in this topic, reviewed current policies and formulated recommendations for priority themes in council action. Finally, we identified working factors and strategies to realise social inclusion in practice.
Output
The result is a voluminous document with both theoretical, policy and methodical background information on an inclusive society for children and young people.
